The Sembian Concord and Kara-Tur struck a preliminary trade deal on Tuesday after two days of talks over trade imbalances. The terms: lower tariffs on some Concord goods entering Kara-Tur, steadier shipments of rare-earth ore, and a cut of up to half in Kara-Tur's hybrid carriages rolling into Concord markets.

The parley ran two days. I have covered sieges that ended faster and with less paperwork. The opening handshake between Trade Envoy Marosh Sefkovitch and Minister Wan Wentoe lasted two seconds. Firm. No hidden dagger detected. The ore, however, was clearly on the table, and it was not subtle about it.

Here is the situation on the ground. For years the Concord has watched Kara-Tur's carriages, the kind that run on both enchanted charge and ordinary oats, roll in cheap and in great numbers. The Concord answered with tariffs. Kara-Tur answered with its grip on rare-earth ore, the dull grey rocks that every enchanted engine in the Realms quietly depends on. Each side was holding the other's supply line. That is a siege, whatever the diplomats call it.

Wan Wentoe told reporters his empire was a partner in solving the Concord's problems, not the root of them. I have heard this line from besieging armies before. It usually arrives right before the ladders do.

The deal is not final. Every one of the Concord's twenty-seven member realms must approve it, and the Concord has never once agreed on lunch. Sefkovitch will brief the realm leaders in Ordulin next week. Expect a long parley. Expect speeches. Expect one small realm to demand an exemption for its cheese.

Meanwhile the ordinary carriage-buyer, the merchant who just wants a cheap ride to market, will learn what this cost him only when the price tags change. Nobody in the pavilion was asked what he wanted. Nobody ever is.

I give the tension eleven siege-days, down from twenty-two. The truce is real. The ore still has not shipped. Peace in trade is the same as peace in war: it lasts until the first shipment is late.

Ironjaw, filed from the front.
